I use a Samsung phone with Android 8.1.0.
I can move apps to the SD Card, but when the apps get updated they get automatically put back to phone memory.
Is there any way to force apps to stay on the SD card even when they are updated, or is this a general issue/feature of Android?

Many apps require to be installed and kept on internal storage to work properly therefore developers are using it as default installation path in the code of the apps. When you update your apps this default path is being called again so all the files required are moved back where app is expecting them to be.
You can check if your phone allow you to format your SD card as Internal Storage. It was a feature introduced in Marshmallow but I think many manufacturers striped it in Oreo. Worth to try though.
