My PSmart 2019 died last night and now is in a state of constant restarting but not getting past the home screen in some kind of restart loop. Is this a known issue and is there a fix for it?

Sorry to hear that.
You can try booting the phone into recovery mode.
Then clearing cashe and seeing if this helps.
Check out this video:
As a last resort, you can factory reset it from here to see if it helps.
If that still fails, let us know and we’ll advise further as it may need to be sent ofr a warranty repair.
