I think it's phone dependent not carrier dependent. On my Moto g5 you can block any incoming numbers. The same system is on my Panasonic home landline. Check out the user guide for your make of phone.

There are NO numbers to block. The message come with a name only No reply button either
In that case there will be no way to block it on your phone. You need to try to find out who the sender is and connect them.
