i'm unable to make phone call even though i'm on unlimited calls. says i've reached my limit

I ca’t make phone calls as it says i’ve reached my limit but i’m on unlimited call package. this is since getting  an upgrade phone. but kept old sim card. do i need to use new sim and will it have my original number on it
