Buying a phone and plan requires a credit check and 3 years of residence in the UK. I’m moving back after 10 years. Can I buy a phone and plan (24 months) outright or is there any way to get a plan without a credit check?

Buying a phone on contract requires a credit check with 3 years of UK address history.
There is no way around this.
You can purchase the phone SIM free if it’s in the SIM free availability (or via Carphone Warehouse) then purchase a PAYG SIM to use in the device.
