Yes, you can still use your phone abroad with a £0 cap - as long as you have inclusive allowances remaining and you're in one of our 50 Inclusive Roaming destinations. If you're somewhere else you won't be able to use your phone with a £0 cap, as your activity will be classed as international roaming, and any usage will be chargeable.
