being overcharged

hi, my ID bill is usually £10 but due to the virus I’ve returned home and no longer use the sim, however I have seen that I have been charged over £19 last month while I wasn’t even using the sim, can someone explain why this is happening and how to stop it. also can I suspend my sim and activate it again once I get back to the UK?
