Charged for texts to France from UK?

My first post so I am sorry if its been asked before and I cannot find it.
I have an Alcatel Pixi4 phone. I have been charged 30pence each time I send a text to France from England. England is where I live. I thought that should be included in roaming and come as part of my package. I am told on the chat line that the UK is not part of the EU??? The site says that when you are in any inclusive roaming destination you can use your allowances. Any idea's as to why I am being charged extra and it is not being taken out of my plant please.

To clarify, you get Inclusive EU Roaming in up to 50-countries found here: https://www.idmobile.co.uk/help-and-advice/eu-roaming

The UK isn't considered a "Roaming" destination but your home country.

Therefore, the inclusive EU Roaming about inclusive calls/texts wouldn't apply.

You'll therefore incur a charge for each call(per min) or text(per SMS) to that country.

This is considered International usage.
