Can I not cap my overspend limit to £5? I hate how I pay for my plan and unexpectedly have to pay an extra £5 on top.

I'm not sure I understand your question. Are you asking how to remove the cap completely or if you can reduce the cap to £0 allowing zero overspend?
I certainly agree it would be useful to be able to reduce the overspend cap to zero thus ensuring that no overspend is possible and one is restricted to only using the monthly allowances contained within the package. This would certainly be useful for my child's phone where I do not wish his to go over his monthly allowances, even by £5 as I end up having to pay for it.
I would also be interested in this as my daughter tends to go over as kids cant manage mins or internet so i usually end up paying £5 on top... be good if it could be put to zero

At this moment in time, the lowest we allow capping at on plans is £5.00.

This "Capping" should be removed. It is a licence to print money. A cap should a customers choice and not be forced onto them by the supplier.. Get rid of it before we all leave...

Just repeating company policy does nothing to justify why it is necessary to impose a £5 minimum cap
