So I'm on holiday in an EU country, my phone initially connected to the correct signal and all was fine however it then switched to a none EU neighbouring country and charged me £60 for data used in the space of three hours. What happens in this situation?

It is unfortunate to see that this has happened. Often, a phone will automatically switch to the strongest network when roaming, and the only way to stop this would be to perform a manual network search to choose the one you need.
