cancel my plan

I am unable to cancel my plan. I have followed the instructions and it goes to a page that is under construction. I could see from a previous posting that someone else was found the same problem and was directed to the same page 9 months ago. How do I cancel my plan!? And not the generic instructions that are already available as that doesn't work.
