Payment declined yet money taken (twice)

My latest bill came through, using making payment this was declined, I tried a second time (just incase the details were wrong) and it declined again, Naturally I then head to my banking app to find 2x £70 have been taken by ID?

Have they actually gone out or are they pending?

To confirm, The payments have left my bank account. Are NOT in pending and have not been applied to my ID mobile account.
