In signal blackspots, my S8 still thinks there is signal and data but is really slow on mobile data. It seems like the Emergency Calls Only thing may have been removed. This was not a problem as my old Galaxy J3 2016 let me know where the calls were limited to emergencies.

This message sometimes only appears on the lock screen, can you confirm if it does appear when locked? It will only appear if there is completely no signal though and low signal is still technically a form of service, albeit quite low.
Also, you probably know this but wherever there is a signal blackspot, the phone will still allow you to make emergency calls without the need to display this message as it will just use the best signal available, even if it belongs to another network.
