had my phone for a week and the phone is not working

My phone says no sim. I had two customer service agent saying that sim has been activated and today I went into carphone warehouse and was told my sim would be activated within a hour. Two hours have now passed and the phone is still not working. I really don’t want to start paying for a phone that is not working.
