Hi! My broadband is not working at the moment. I have unlimited data. Can I use my phone as a personal hotspot and tether my laptop and other devices? Will there be any charge? I am in the UK. Thank you very much.

You will be fine! I used an iD Mobile pay go SIM with unlimited data in a 5G router a few months back and used over 1TB of data without issues.
