Chat lines down?

I see advice on a number of relevant queries - stolen phone, need new SIM card, am abroad, etc - to contact the chat service. There is no link showing on the chat service page. Why? And without the chat and no access to a phone at present, how am I to order a replacement?

I have cancelled the SIM in the stolen phone.
