Phone activation without SMS

My phone was updated (Android update).  I lost my password and asked for a reset.  A SMS code was sent but I have no mobile data until I can log in.  Catch 22!

I can get wireless access for email and apps but no phone/text by mobile data.

What is the workaround for this in the Covid-19 era of no help/call centre? Help appreciated.
