Possibly your mobile isn't compatible with the SIM and the mobile isn't network unlocked.

What type of mobile do you have and where did you buy it?
Is this a NEW sim card or an upgrade/replacement SIM?
NEW sim cards are already activated however an Upgrade/Replacement SIMS need activation.
