Trying to set up an account for my father on an iPhone 5
message suggests that the sim is from a network provider not supported under the activation policy

Hi @Wbd

This message means that your iPhone 5 is locked to a different provider that ID, it will be locked to a provider you previously used on this phone and you would need to contact that provider to have your phone unlocked.
