Unable to set up iPhone 7 Plus following upgrade

Hi, my daughter’s iPhone SE completely died whilst on charge and would not power up despite hard resetting. We checked and found she was eligible for an upgrade so have just done that and got the iPhone 7 Plus. We’ve activated the Sim and waited 24 hours but when prompted to set up Apps & Data every option tells us to enter the Apple ID Verification Code. It says that the text has been sent to the old device which we cannot power up to retrieve. How can we get around this issue? Thank You
