Why can’t I call Ireland when I have 923 minutes left, as it’s says I reached my capped limit?

Calls from UK to Ireland are not being charged from your free minutes allowance. They are charged separately on per minute basis. Depends how big is your cap for extra spend if you reach maximum then you won't be able to make calls.
