How to activate a new sim abroad

Hi

I am living abroad in the EU this summer and my phone was stolen a couple of weeks ago. I ordered a new sim which was forwarded on to me by my family. But..... I can't get it working. Is this becaus I am out of the UK? Is there anything I can do to get it up and running?
