I've been abroad a couple of times and in both occasions my data was not working. I've been to Portugal and Italy. My roaming is on both in my phone settings and my ID account settings. I have a Samsung Galaxy S3 Neo. I'm going to travel to Italy and Croazia next week and I'm going to need my data. Can you help?

Welcome to the iD community!
When you are abroad, you will need to make sure that Data Roaming is enabled within the network settings of your phone. Additionally, when in your network settings look out for the Access Point Name (APN) and make sure that they show as below. If not, you can either edit the existing APN or create a new one:
Name: iD
APN: id
Username:
Password:
MMSC: http://mms.um.idmobile.co.uk:10021/mmsc
MMS Proxy: mms.idmobile.co.uk
MMS APN Username:
MMS APN Password:
MMS Port: 8799
* anything with should be left blank
Once done, ensure that the APN is enabled after saving the settings.
