Im going to the usa on holiday can I use my minutes and data there or do I pay extortionate rates to use it

Unfortunately there is no way to lower the cost in USA.

I have included below charge that occur for using roaming in USA just in case.

I am in the states and my phone is not using its monthly allowance plan but it is using up my capped limit

Unfortunately there is nothing that you can do. Roaming in USA isn't cheap so I would recommend you to use WhatsApp or Messenger on WiFi as often as you can.
