Why no 4G data when roaming in EU country?

Hello,

I am on vacation in Romania and not only I have no access to 4G data but the HSDPA+ connection is very choppy - it can't be used for streaming video, nor audio; even browsing the web is a pain as I often got "The page cannot be displayed" message (I have to refresh the page a couple of times for it to correctly load).

Here is an output of pinging the Google DNS with a latency I consider unacceptable:

If this doesn't get fixed I assume the next step would be to ask for the PAC code and transfer my number to a real operator - it seems I did not learn my lesson from the past when I was a Three subscriber.

If its anything like Three and iD do use the Three network here then its because the third party networks aren't obligated to offer you 4G
I understand that but why the 3G service is so choppy?!
