I want to order a new iPhone XR on the website but I don’t know if the phone will be sim locked to your network and if so if I can unlock it myself or with a cost. I haven’t been able to find the information on the website or through the forums.

The phone should be unlocked already, it's only some of the older generations of phones that used to get locked to the network of the first SIM card .
iPhone XR should come unlocked.
