SIM for USB Dongle

I am moving to an area where fibre broadband is not available so need an alternative. Is it acceptable to use a PAYG SIM in a USB dongle for this purpose (I am in the UK)?
I am keen not to break any rules and I already have a PAYG SIM from ID Mobile for my mobile ‘phone, this would be a second SIM.

Obviously I would not be able to take calls or read texts to the number.

Mobile broadband isn’t a great substitute - might support one or two users at best.

Apparently iD only test and approve their SIM cards for mobile handsets, so while it might work okay in a USB dongle if it doesn’t then that’s it.
