i have a contract that is 45.99 that ends in April but I have just upgraded to a new phone and plan. do I still have to pay my old contract as well as my new one?

I will try to explain how it works for you as I don't have information required to assure you how your bill is going to be paid. Let's read the explanation below and let us know if you need any further assistance.
If you upgraded your current contract using your ID account on mobile app or my.idmobile.co.uk website then you will pay only one contract and your new deal will start from your next bill.
If you ordered brand new number and brand new SIM card from Carphone Warehouse or https://www.idmobile.co.uk/shop/phones/pay-monthly then you will be paying two contracts.
