Can't call 0800 while roaming in Europe?

Hello . While  Roaming in Europe (Italy) and cannot call 0800. I have tried many combination + +440800.. or +44800... or 0044800 or 00440800..   answer is always ‘ sorry your service does not allow this type of call. 

Is that normal and why ? 

Live chat page does not report a live link so cannot contact ID.
