Why doesn’t my phone work in Cuba?

Hey- my roaming isn’t working in Cuba. I’ve recently used my phone in Greece and India and haven’t changed the settings. Roaming is turned on both on the Id app and my iPhone 6. My friend gets signal through Cubacel.
