I need to chat about my bill - monthly fees should have decreased

I believe I should now have finished paying for my phone, but my bill hasn’t gone down to the SIM only price (as I was promised it would when I took out the policy).How do I contact ID for them to check this for me?

I'm looking at buying a phone from iD-mobile, but there is very little information on the webpage (link below). For instance, is this phone locked to iD or unlocked? https://www.idmobile.co.uk/shop/pay-monthly/sony-xperia-xz1-compact JK

Texts to Isle of Man

The main reason I signed up for ID Mobile rather than one of the other providers was that the Isle of Man was included in its roaming deal along with the EU countries. Anyone know why I get charged for texting to the Isle of Man? When I bought the phone I checked through a variety of things and was told that this would be included in the package. Also, can someone point me at a link where I can make this complaint more officially?
