Why can't I change the account owner?

My mum opened the account for me in her name 2 years ago. I now pay the bills and use the phone myself, why can't I change the account owner name from hers to mine? It's really frustrating and it makes no sense.

My delivery and billing address are different

Does my delivery address for a handset upgrade have to be the same as my billing address? I've been trying to upgrade but every time after I enter my payment details it takes me right back to the start.
