premium texts

my premium settings are on, my cap is £30 none of it used yet when I try to send a premium text I just get another text from ID saying it is not included in my allowance?

2 SIMS ON ONE ACCOUNT

I recently upgraded my phone which came with another sim card, can this second sim card be activated and used with a tablet or ipad etc while keeping the old sim for my phone( both sims have the same number). using both phone and pad on my monthly contract account?
