Hit the capped limit when there wasn't one, then when I set the highest cap possible, I hit the capped limit again.

So I’m trying to vote in the Eurovision Semi-Final, but when I call the number, it tells me I can’t call because I’ve hit the capped limit. At first, I think it’s because I had premium calls turned off, so I turn it on. I call again and I’m told I’ve hit the capped limit.

This time, I google it and I see that there’s a Bill cap that you can turn on. It’s turned off on my account, so I shouldn’t be getting this message in the first place. I turn it on and set the cap limit at the highest it can go - £75. I call and I’m told I’ve hit the capped limit.

Now what do I do? I have no idea why this is happening and I’ve never experienced this problem before. I haven’t run out of minutes either, so that isn’t the problem.
