Being charged for receiving a call while in turkey

I’m currently on holiday in Turkey, I’ve received a phone call from a relative and it seems I’ve been charged for this? How is this possible?

As per the link on the article the cost to receive calls in Turkey is £2.40 per minute.

I got caught out with this recently as well, answered what turned out to be a junk call, ironically from someone trying to sell me a 3 contract. Lasted literally a couple of seconds and was charged £2.40. To be honest though, I can't complain as the charges are there to be read.
