I pay for a phone for my mum but she sadly passed away. Can uou send me a new sim with different number so my sister can use the time left on contract?

Sorry to hear your Mum’s passed away.
I think it costs £25 to change the number on an iD account, but only the account holder can do this.
In this case you’ll need to use the process in the “Notifying us of a bereavement” community FAQ.

Sorry for your loss, if the account holder has passed away I’d recommend following the article
If you are the account holder we’ll be able to change the number and if necessary send out a new SIM card.
