Probably best to contact iD customer services using the online iD live chat service
You can also get in-touch by sending them a Twitter DM, or using Facebook Messenger.
The iD agents work until 8pm on weekdays.

Hi I just got charged for an I message because your network has failed. How do I get my money back?
It’s unlikely you will get a refund but it can’t hurt to ask. You should configure your device to prevent such messages in the event that an iMessage fails to send in the future.
Settings > Messages > Send as SMS > Off
Settings > Messages > MMS Messaging > Off
