I would like to know no why it is not possible to make calls to Spain from the UK even when you have international calls enabled and you have set a spending limit above 0.

Are you able to make those calls now? Could just be that the system takes a while to sync your updated account barring and account cap settings. If not, try rebooting the phone.
Unfortunately not. Already tried rebooting after waiting hour or more for the cap increase following email confirmation. Tried again today. Still same issue. Service does not allow calls to this number. It a car rental number nothing premium.
