Unexpected 'rest of world roaming' charge in Ireland

I just spent a few days in Ireland; we travelled over on the ferry.  I got a message welcoming me to free roaming on arrival.  Mostly I connected via wifi but used data for satnav when driving.  Now I get a bill saying I was charged £10 for 'rest of world roaming'.  Why is this, as I was only in the UK or the EU?  Does the Irish Sea count as 'rest of world’?

It’s likely that you only got charged your cap amount as roaming at sea can become very expensive.
