iD app not working properly for spending cap or add-ons

I'm trying to buy a data add-on, but every time I try, a red lettered message says something like "This action can't be done right now". So i try again and again, then wait another day.... but no change. Now I've reached my bill cap and I can't change that either.  What do I do?
