How can I pay my a bill if I don't have a account and cant set one up

I can't pay bill the because I've tried to register a account through the app and im not able to because I don't have the phone number anymore so can't send a security code to that.. And online chat is useless because they tell me to ring up to pay bill I tried but they need a 4 digit code that you get when you set account up but I don't have it so Im completely stuck for paying my bill
