Due to the coronavirus, I have moved back home (outside UK). If I cancel my phone plan, can I still use apps like whats app with my current number?

Unfortunately you won't be able to use it for a very long time as your number will be assigned to someone else after period of time. From the top of my head it is something in the mark of 45 days but I might be wrong on the exact number. In any case, when you cancel your contract someone else will get your number sooner or later and might wish to register it on Whatsapp under different name. At that point your Whatsapp will stop working.
