Incoming calls not ringing - recipient is on another call

Phone going directly to voicemail for some incoming calls (think that it may be calls with 'withheld number).  Set call forwarding when not available to my wife's phone and they go through to that.

Is it just some incoming calls or all incoming calls that are sent straight to voicemail?

 

Are you able to call out to those numbers?

Thanks  it was just 'number withheld' numbers and now sorted the issue.
