Phone saying reached cap limit, I can’t make calls or text anyone but pay nearly 50 a month I need it back on asap

There was an outage yesterday in which users received the message ‘your network doesn’t allow access to this number’ when making/during a phone call. This may be related.
If you were calling a premium number, and your bill cap is set to £0, you may also receive this message.
