if APN setting unavailable and no data

Just received my idmobile iPhone15 which I have bought for the  data roaming. Following the guidance by idmobile to set it up for roaming before I go it says to check APN settings. After much puzzling I find it can’t be done and others have been unable to access data abroad. 
if I can’t access data abroad the phone is no use to me, can I ask for my money back?

Have you tried using the handset abroad?

If you are unhappy with the roaming service and are within the returns period we can look at helping you with a return.
