Over the last couple of months I am unable to make/receive calls in my home. (BT20) Can I cancel my contract?

Hi, the map of my area is showing outdoor only!! This hasn't always been the case. The status checker says they are working on masts, but how do I find out how long this may last. If they aren't providing a service can I not cancel with no penalty.?
