I’d like to purchase a plan but have only lived in the UK for just under 2 years. Am I eligible to sign up, and if so, how can I make a purchase online?

If you’re not buying a handset, get a pay-as-you-go iD plan, and set-up a recurring payment method.
You’ll effectively have the same thing as pay monthly plan, without needing the UK address history (required for the pay monthly plan’s credit check).

Not sure - you’ll probably need to use a debit card as the recurring payment method.
I know that SMARTY Mobile (also on the Three network) allow use of PayPal as the recurring payment method in this situation.
