The other day I was sitting on the beach at Cley in North Norfolk and my phone gave me an alert saying I had left the EU and could be charged for roaming. Today I received my bill and I see I have been charged for International roaming even though I haven’t even left Norfolk this month. What is happening and what can I do about it?

Sounds like your handset connected to a satellite based mobile network, operating on one of the ferries using the nearby shipping lanes.

Just set your iD account bill cap to £0 to avoid any out-of-plan changes, @Kevin Bowers.
