if i change my sim only plan (rather than upgrade it) and keep my old phone number will all my photos, contacts and Whatsapp messages transfer?
PS My contract is up so I'm free to change.
I want to change rather than upgrade because upgrade doesn't offer the plan I want.

Your photos, contacts and Whatsapp messages are stored on your device and have nothing to do with the network provider. So yes, you keep them.
