Is the Unlimited data package deliberately slow?

I previously had the 10mb data package and speeds were superb.

Switched to unlimited data and can barely use the Internet on my phone, 4g or 5g the speeds are less than 1mbps.

Makes the unlimited data redundant or is that the idea? 🤔

So far it's been everywhere.

Doing a speed test it jumps up to between 17/20mbps then drops right down to 1 and stays there
